U.S.immigration policy is shifting again！President Trump has announced that, starting Sept. 21, the H-1B visa application fee will jump to $100,000, drawing urgent attention from employers and immigrant communities.

To help the public navigate these changes, the Chinese American Lawyers Association of Orange County (CALA OC) will host an Immigration Law Panel at the South Coast Chinese Cultural Center on Oct. 4, with two attorneys unpacking the latest rules for both business and family cases and answering questions live.

Business Immigration · New Paths for Talent

CALA OC Secretary-General Nicole notes that attorney Fei Pang will cover L-1A, EB-1C, O-1, and EB-1A—what’s new for executive transfers, extraordinary ability filings, and how recent shifts affect corporate planning and hiring.

When Cases Stall · Litigation as a Remedy

Attorney Allen Tsai will explain Writ of Mandamus actions to compel agency action and APA lawsuits to challenge unreasonable delays or denials—when to file, how they work, and real-world outcomes.

CALA OC President Yi-Hua Chen said stricter reviews, longer wait times, and the H-1B fee spike underscore the urgency of timely guidance. Partnering with SCCCA, CALA OC aims to deliver practical, up-to-date insights the community can use now.

Fei Pang bios:

Fei Pang is the Managing Attorney of the Law Offices of Fei Pang. He received extensive legal education and training in both the United States and his native China. 

Fei holds both J.D. and LL.M. degrees from the University of Iowa College of Law, as well as a Master of Laws in Civil Procedure from Sun Yat-Sen (Zhongshan) University School of Law in China. 

He earned his undergraduate degree from the University of International Business and Economics (UIBE) in Beijing. 

He is also a member of the EMBA Class 44 at Cheung Kong Graduate School of Business, where he focuses on integrating law with business. 

Fei concentrates his practice on business immigration, including EB-1, EB-5, PERM, H-1B, L visas, and related matters. His firm also has a dedicated team of attorneys handling business, immigration, and civil law cases.

Allen Tsai bios :

Allen Tsai is a partner at D & T Law Corporation. He earned his B.A. in Political Science from York University, Ontario, Canada and graduated as a Top 15% student. 

He also earned his J.D. from Chapman University School of Law. Allen mainly represents individual and corporate clients in nonimmigrant and immigrant visa petitions filed on behalf of foreign national employees. 

Representative cases he files on behalf of corporate and individual clients include EB1A, EB5, EB2/EB3, E2, H-1B, TN, L-1, O Visa. He also handles Writ of Mandamus and Administrative Procedural Act cases with relation to immigrant and non immigrant petitions.

美國移民政策再掀波瀾！總統川普刚宣布，自 9 月 21 日起，H-1B 簽證申請費將大幅調高至 10 萬美元。這項驟變，已引發企業與新移民社群高度關注。

為協助企業和民眾精確掌握移民政策變動，橙縣華人律師協會（CALA OC）十月四日將在南海岸中華文化中心舉辦美國移民法講座，現場將由兩位律師深入剖析商業與個人移民最新政策，並開放即時解答。

商業移民談新策 · 人才交流啟新途

橙縣華人律師協會秘書長Nicole指出，本次講座邀請龐飛律師主講商業移民，重點涵蓋 L-1A、EB-1C、O-1 與 EB-1A 簽證。他將說明跨國高管調派、傑出人才申請與專業人士發展的最新趨勢，並分析政策如何影響企業運作與人才布局。

移民申請遇阻礙 · 法律訴訟來伸張

蔡安倫律師則聚焦於個人與家庭移民，分享「強制令訴訟」（Writ of Mandamus）與「行政程序法」（APA）訴訟的運用，幫助申請人對抗不合理的拖延與拒絕。透過案例解析，他將指導移民家庭如何在漫長等待中，尋找有效的法律對策。

橙縣華人律師協會理事長陳憶華指出，CALA OC 成立重要使命之一，是服務橙縣華人社區。移民局審理趨嚴、等待時間延長，加上最近發生 H-1B 申請費用將大幅提高訊息，更突顯這次講座的重要性。

她很高興這次能與 SCCCA 合作，舉辦這場移民法講座，提供及時實用信息，協助更多企業和社區成員在瞬息萬變的移民政策中，找到方向，並從中受益。
