(The following text is an excerpt from the book Chinese Americans in Irvine 1971-2021.)
Jordan Liu is a public safety assistant in the Irvine Police Department whose work enhances partnerships and communication with community members. Making a difference within the community has been at the root of Jordan Liu’s career.
Prior to joining the Irvine Police Department (IPD), she was a program manager at Stanford University and a patients/community advocate in a tier 1 biopharmaceutical corporation. Jordan joined IPD in 2017 as a community liaison, assigned to enhance partnerships and communication with the local Chinese community in the City of Irvine.
Q: As a key staff member of Irvine’s Community Emergency Response Team (CERT), what role have you played in this vital program?
A: Throughout my career, I have enjoyed being an individual contributor as these roles allow me to wear multiple hats. As a certified member, and then as an instructor of CERT myself, I took what I learned from the program and adapted it for the Chinese community. The experience enabled me to connect with other members of law enforcement and public service professionals, with the end result being a more diversified CERT network for the City of Irvine. This CERT program has contributed to the City’s national recognition, which I am very proud to be part of.
Q: What do you enjoy most about your job?
A: I enjoy being challenged by multiple roles and responsibilities, and having the ability to connect, serve, and make a positive impact, representing my department in our community.
Q: You serve as a City liaison to many community partners. Has the global health crisis enhanced these partnerships?
A: That’s a whole-hearted YES! Not only has it enhanced existing partnerships, it has helped me learn about other organizations and forge a new network of partners, such as the Orange County Fire Authority; Irvine Unified School District; the City’s Geographic Information Systems, Public Works and Transportation, and Community Services departments; and various volunteer organizations throughout Irvine. During the current activation of the City’s Emergency Operations Center — the longest activation in City history — I have witnessed the best collaboration between the City’s leaders and various units and departments, which have benefitted all residents. I feel so blessed and honored to be part of this.

蘇玲雍是爾灣警察局在 46 年的歷史裡面，第一位聘請的華人社區專員。我們常在警察局面對華 人社區的活動看到她的身影，在訪問的過程裡知無不言的她，讓我們很驚訝地發現，她其實是從義工開始 做起，一步一腳印到今天。
「我是 1994 年搬到爾灣的，那時候的爾灣只有 『頂好超市』可以買亞洲食材，我就住在靠著 5 號公路的老 Northwood 社區裡面，那時候 CULVER Dr.馬路的另一邊，還是佈滿橘子樹和農地，BECKMAN 高中根本不存在；我還記得那時候坐在我家後院抬頭就 可以看每年眾所期待的 Air Show 航空秀；農地休耕的時候，還有各種遊樂設施拉到農地上辦純美式的嘉年華會。我們在 2001 年隨著工作搬到了北加州灣區，因緣際會，我在灣區 8 年的時間，爾灣都是我的負責區域，經常的往返讓我見證爾灣超光速的發展，也感覺我從來沒有離開過爾灣。2009 年我們又隨著工作再度回到爾灣定居，爾灣還是爾灣，只是人口多了 3 倍， 不知不覺也成了亞洲臉孔的聚集城市。」
聽蘇玲雍描述 20 年前的爾灣，可以感覺她對這個城市的深厚感情。當被問到「那妳怎麼會一腳踏進警察局的呢？」蘇玲雍坦言：「我很愛這個城市吧⋯⋯ 還有看到新移民的需要，覺得自己該做些什麼，可以做些什麼。」「我自己當初就是個遊子，後來變成了新移民，大學畢業後才來美國，讓我在語言，文化和生活上的挑戰和磨難一樣也沒少經歷，我真的能感同身受，所以希望能夠透過我，發揮一點功用讓所有選擇來到爾灣的人，都少走冤枉路，安心的在這裡安居樂業下來，享受真正的爾灣生活，美國文化。」
現在華人社區裡有不少人叫 Jordan「教官」，這其實是從她一手操辦的全美唯一的中文社區急難應變小組（CERT）培訓項目延用下來的稱呼。這個培訓可是爾灣警察局在 2018 年首創，截至目前也是全美國唯一 一個用全中文進行的急難應變培訓。在疫情前，這個培訓班已經開辦三次，得過兩次全美的大獎。蘇玲雍解釋著這個以培訓急難應變知識，連結社區居民的項目，是要讓下定決心在爾灣安居的華人居民，可以先跨過語言的藩籬，了解到爾灣這個城市的系統和操 作，學到有用的防備天災人禍的知識，保護自己，家庭，也鼓勵華人幫助整個社區。「我們的同學真的很 給力，長達一整個月的培訓期間，我出心，同學們出力，我們 130 名同學在結業演習中的表現，讓警察局長，消防隊長官和其他所有的講員，超級刮目相看； 2020 年疫情中爾灣發生山林大火必須撤離 10 萬居民的情況，這 10 萬居民居住的其實是華人密集的社區， 在整個撤離期間，這群受過訓練成員展現出來的冷靜，配合和對鄰里提供的互助，讓這場鋪天蓋地蔓燒好幾天的大火最終沒有造成爾灣任何人和建築物的損害。與其說是上天保佑的好運，所有投入救災的警消都知道，這是警消民互信和居民的高素養共同碰撞的美好結果，而我們中文 CERT 的學員就是這裡面的主力。」
蘇玲雍雖然不是有執法權力的「警官」，但根據她的描述，她日常除了負責警局建構組織任何對華人社區有用的資訊公告（她是 2017-2020 年爾灣警察局微信公眾號的主筆）、文宣、講座、培訓之外，協助警探和其他調查單位偵辦案件也是日常任務之一；「我 看過屍體，看過撞爛到看不出車子形狀的爛鐵，也看過民宅中的軍火庫，受虐的婦幼，吃藥過度自殺的孩子，一生積蓄被詐騙光光的長輩⋯，這些悲劇的日常，讓我非常感佩這些警察，也深深覺得任重道遠。」 警察這個職業，「在華人的文化和心目中被狠狠甩在好幾條街外吧？」蘇玲雍笑笑說。「可爾灣警察局顛 覆了我整個想法⋯這個局裡面，不僅碩士學位的多了，以前幹過醫生的，律師的，會計師的真的不少， 局裡還有幾個巡警還是博士來著，但是制服一穿上，不管什麼來歷，每一個在這裡工作的警察，都是把爾灣當作自己家來保護巡守著。像我這樣在台灣完成大學學業才來的留學生，能有這樣的機緣進到這樣的警察局工作，跟這麼多有著同樣理念來自五湖四海的人一起服務我愛的城市，我覺得自己真的是非常幸運。 我也希望透過我的努力，讓華人居民不再把爾灣當作是僑居地或只是個陪讀的地方，希望來到這裡的人，會因為透過跟地方政府和系統的連結，真正在爾灣安 家，也希望更多華人父母能鼓勵自己的下一代，考慮投入公職和警政，這樣華人才能不再獨善其身，在美 國這片土地茁壯、強大！」
