The Irvine Evergreen Chinese Senior Association (IECSA) was founded in Irvine, California on April 28, 1989, and was registered on December 15, 1992 as a non-profit tax-exempt organization in the State of California, and with the Department of the Treasury.
IECSA is a non-political, non-religious, non-profit organization. Its sole aim is to promote and enhance friendship among senior citizens of Chinese descent. It makes its home at the Irvine Lakeview Senior Center, located at 20 Lake Road, Irvine, CA 92604. In 1994 IECSA raised over one hundred thousand dollars towards the construction of the Irvine Lakeview Senior Center. For over 30 years, it has partnered with the City of Irvine and various community organizations with great success.
The City of Irvine, located in Orange County, is a master-planned city, with its well-landscaped streets, large urban open space, and diversified communities. It is ranked number one in safety among cities with a quarter of a million or larger population. IECSA includes the word “Evergreen” in its title to symbolize the vast green open space of the City, the longevity of the organization, and the wellbeing of its members.
The founders of IECSA were Entrepreneur Mr. John Hsi-Hsiung Chao, and General Chung Fan, who served as first and second president, respectively. Past chief officers included Presidents Susie Chu, Te-Pei Wong, Chi-Fang Kuo, Yvonne Wang; Chair of Board of Directors Nancy Cheng, Alice Chang, Clara Lin, Peter Chan and Co- Presidents P.K. Wong, James Ngan, Jerry Chang. Over the years our major benefactors include former Advisor Mr. Raymond Fung and Mrs. Nancy Fung, and the Sun Family Foundation (established by the son of former board member Kuan-Yuan Tai). IECSA also received generous support from its members and friends. In the IECSA, there are Chinese descents from all over the world, caring for each other like members of a big family. Among them, many contributed to IECSA and/or served the City of Irvine. For instance, Prof. Puyen Pei, Master of the Book of Songs, taught the Book of Songs in IECSA. Mrs. Clara
Lin was honored posthumously. A recreation room in the Irvine Lakeview Senior Center was named after her. Peter Chan and P.K. Wong were recognized for their public service on the Wall of Recognition at the Bill Barber Park.
Anthony Kuo, a grandson of former board member Kuo-Chung Chang, sits on the City Council and served as ViceMayor of the City of Irvine.
The goal of IECSA is to serve the seniors of Chinese descent in Irvine and its neighboring communities. It provides various programs and activities in Chinese for the physical as well as the mental wellbeing of its members.
IECSA is administered by a board of elected directors, among whom a chairman and two co-presidents are elected. Anyone over 55 years old can apply for
membership. For 2019-2020, the paying members numbered 365. Since its founding, there have been cumulatively 2021 members.
IECSA holds a daylong meeting at the Irvine Lakeview Senior Center on the third Saturday of each month, from 10:00 a.m. to 4:00 p.m. A general assembly
is presented with entertainments or information talks in the morning, and a birthday party at the noon luncheon. In the afternoon, there are parallel sessions on calligraphy, English for beginners, Karaoke, and a discussion support group called “Zhi-Xin Garden” by Dr. Nelson Mar. Other weekly activities include Chinese Painting, Mahjong, Tai Chi, Happy Aging, Health Seminars, and Chorus. During the COVID-19 lockdown, activities normally held at the Lakeview Senior Center have been on hold. Since July 2020, some programs have resumed via the video conferencing platform/Zoom, and are well attended.

IECSA held monthly meetings at Rancho Senior Center in the early years.
